Israeli Customs 24 Hour Security Manifest

We would like to advise our Customers that the Israeli Customs Authority intends to implement their own version of a Security Transmission for all cargo which is on board a vessel which it is calling at an Israeli Port.
 
The starting date is currently in July 2013 for testing purposes and they intend to start full implementation in September 2013. At this point  we will need to provide the Customs with a manifest of all cargo which will remain on board the vessel while it is calling at an Israeli Port (FROB cargo).

 

The mandatory fields of the B/L  in this transmission are:
 
·         Vessel / Voyage information
·         Bill of Lading Number
·         Shippers Name and Address
·         Consignee`s Name and address
·         Description of Goods
·         Package type and quantity
·         Weight
·         H.S. Code
·         Container Number, size and type
·         Seal number.
 
We will be required to transmit this information to the Israeli Customs as per the below time schedule:
 
Deep Sea Services.
Any Service/Vessel which has a longer sailing time of Six days to any Israeli Port will be considered for the FROB Procedure as a Deep Sea.
The Latest Transmission Time of FROB Manifests for Deep Sea Services/Vessels will be on Departure from the last Port of Call but not less than Six Days prior arrival at any Israeli Port.
 
Short Sea Services.
Any service/Vessel which has a shorter Sailing Time of Six days to any Israeli Port will be considered for the FROB Procedure as a Short Sea Service/Vessel.
The transmission of FROB Manifests for Short Sea Vessels will be immediately upon Departure from each port on the way to an Israeli Port.
 
 
Finally – corrections to the FROB Transmission are required to be reported  as long as the vessel has not left the Israeli Port. Once the vessel has sailed from the Israeli Port there is no need to transmit any corrections to the Israeli Customs.
