Los Angeles & Long Beach Ports Dwell Fee Update

Dear ZIM Customer,

On October 29, 2021, the Ports of Los Angeles and Long Beach have announced that effective November 1st, a Dwell Fee (Port of Los Angeles – CONTAINER EXCESS DWELL FEE/ Port of Long Beach – CONGESTION DWELL FEE) will be assessed against cargoes dwelling on port Terminals in excess of specified periods:

  • For cargoes designated for movement by truck remaining on the Terminal more than eight (8) days after discharge.
  • For cargoes designated for movement by rail remaining on the Terminal more than five (5) days after discharge.
  • The fee of $100 per container, increasing in increments of $100 per container per day (see examples below):

The Port of Los Angeles has announced that assessment and collection of the CONTAINER EXCESS DWELL FEE shall commence on November 15th (Collection Comment Date). The Port has further determined that import containers designated for movement by truck “on the terminal for more than 8 days at the Collection Commencement Date will be deemed to be at 9 days for the purposes of fee charges,” while import container containers designated for

movement by rail for more than five days at the Collection Commencement Date will be deemed to be at 6 days for the purposes of the fee charges.

The Port of Long Beach has made no similar announcements or clarification of its rules; should the Port of Long Beach do so, we will notify you promptly of same.

As before, ZIM will continue to identify solutions that might help mitigate the impact of the Ports’ actions and assist you in removing your cargoes from the Terminal before they are subject to the above fees. We appreciate your continued support and will keep you informed of developments as they occur.
